I feel more and more like the US and EU are heading in two very different directions with AI.
The US seems focused on build faster, innovate, compete.
The EU seems focused on just regulating it.
Obviously, regulations are needed, but at some point you have to ask if Europe is protecting itself or just making it harder for the US to build anything ambitious? Don’t get me wrong, Europe has plenty of talent, but too much of its best talent moved toward the US, where capital and the regulatory environment are more favorable. The ugly part is that this is hurting the EU innovation, as a side effect.
Also, the EU has had a lot of its political attention and funding tied up in the war in Ukraine for the past years, which probably hasn’t helped when it comes to moving fast on innovation either.
I am sure that this not just in my head. Other people also notice this issue. Check this short which sums up the difference perfectly (LOL):

EU is like an old lady but on the long run this could make the difference between having AI for us to help you or kill us, as for US from what I see they are starting to break a bit as well, the latest advances in AI are insane compared to a few years back it feels like we have AGI, of course we do not but probably we will soon and if that gets out of control is like having dejavou with matrix and terminator!
Yes, true. And also, if the AI gets out of control, it will kill us also in the EU, regardless of our regulations.
But I get the point.

Looking at strong federations like the US and Switzerland, we see each state or canton has its own independent policies. This allows for a natural competition between states, allowing the best policies to come out on top and set an example.
A business could pay 22% tax in Zug or 50% in Geneva.
In US politics, you always hear "we’ll leave it to the states".
On the other hand, the EU has it entirely backward. Constantly working to make every single country the same. No-one can think differently. Any remaining low-tax countries are closing shop quickly under criticism and threats from the EU. Programs like the Malta citizenship by investment one have closed long ago. Good thing we have Moroccans coming on dinghy boats and getting free residence!
